Patrick at one point all but admitted that he puts on the persona of being an idiot so that he can get away with tormenting Spongebob, who he seems to see as vastly inferior to himself. It was the episode where he ruined Spongebob’s trading card, if I’m not mistaken.

And it’s consistent. If you look at his behavior through this lens most of the odd inconsistencies with his characterization (like how he berated Bob into thinking that he was ugly even though he only had bad breath, for example, and how it was possible for him not to realize that two strangers weren’t actually his parents) actually begin to make sense. He’s a sociopath who derives enjoyment from abusing people who are naive and stupid, and he has latched onto Bob because he is such an easy target.
